What it means for a cleaning

Three cities carry most of the county's renting: New Haven with 39,217 renter households, Waterbury with 24,094 and West Haven with 10,348. Leases end, units turn over, and landlords and tenants both need empty-home move-out cleaning.

The old housing is in the cities and the valley. 39.6% of New Haven homes were built before 1940, 34.7% in Ansonia and 30.8% in Waterbury. Homes that age often have tall baseboards, window sashes, radiators and worn wood floors, which take slower work than a newer house in Oxford (median year built 1986) or Beacon Falls (1985).

On the shore, some homes sit empty part of the year. Madison counts 679 seasonal homes (margin ±231), Branford 615 (±211) and Guilford 583 (±183); opening one for the season calls for a deep clean.

Sales tax on cleaning in New Haven County

House cleaning in Connecticut is a taxable janitorial service at 6.35%, the same in every town (Regulations 12-407(2)(i)(Y)-1; General Statutes 12-408). The regulation's definition covers carpet and upholstery cleaning too. It sets out two cases that are not taxed: someone who cleans three or fewer homes a year and is not otherwise in the cleaning business, and a housekeeper you employ directly on a wage. A cleaning company is neither, so its bill carries the tax.

Rental and short-term rental rules in New Haven County towns

Connecticut has let towns license short-term rentals by ordinance since 1 October 2024 (Public Act 24-143). Here is what the town codes say, read 19 September 2026.

In Madison, Waterbury, Hamden, Meriden, West Haven, Naugatuck, East Haven, Cheshire, North Haven and the other towns, ask the town before you rent. Wallingford's clean-and-sanitary rule is the plainest case for a turnover clean between tenants. State law gives the landlord 21 days after the tenancy ends, or 15 days after a written forwarding address if later, to return the deposit or itemize deductions (General Statutes 47a-21(d)(2)).

Common questions about house cleaning across New Haven County

Do you do move-out cleaning for tenants and landlords across New Haven County?

Yes, for either side of the lease. We clean the empty unit top to bottom: inside cabinets and closets, appliances, bathrooms, floors and the marks furniture leaves behind. Connecticut requires the landlord to return the deposit or itemize deductions within 21 days of the tenancy ending, so booking the clean before you hand in the keys helps. A clean unit shows its real condition; nobody can promise the deposit comes back.

Is cleaning taxed the same way in every town across New Haven County?

Yes. Connecticut's 6.35% applies statewide with no town or county add-on, so a clean in Madison is taxed exactly like one in Waterbury or Meriden. Carpet and upholstery cleaning is included, which is different from New York, where that work is exempt. The tax goes by where the home is, not where the owner lives or the bill is mailed.
