On owner share, detached houses and rooms, the Census comparison of touching towns shows three large gaps across the West Haven-Orange line: 38.6 points on owner share, 42.2 points on detached houses and 2.1 rooms at the median. A typical Orange visit is a large single-family house; a typical West Haven one might be that, or a three-room flat.

Rules on both sides of the line
The two cities that flank West Haven have each written their own rental rules, and neither reaches into it. Milford's Code of Ordinances, Chapter 11, Article V, Short-Term Residential Rentals (ordinance dated 8 May 2026, read 19 September 2026), requires a city permit before a short-term rental is listed, and it applies to Milford addresses only. New Haven's Code of General Ordinances, Chapter 17, Article XIV (amended 2 September 2025, read 19 September 2026), licenses residential rental properties of two or more units after a city inspection, and it stops at the West Haven line as well.
For a West Haven address, the City of West Haven's code and its building and health offices hold the answer: whether short-term rentals need a permit, and whether rental units are registered or inspected. The state frame is public. Public Act 24-143, section 7, in force since 1 October 2024, gives every Connecticut town the authority to regulate short-term rentals and require a license for them by ordinance of its legislative body (Office of Legislative Research report 2026-R-0025, read 19 September 2026). The February 2024 OLR survey of towns with express short-term-rental rules (report 2024-R-0044, read 19 September 2026) named 12 towns, and West Haven was not one of them; a town can adopt a rule after any survey, so ask the city before a listing goes live. A host who does list can book Airbnb and vacation rental cleaning for the reset between one guest leaving and the next arriving.
Deposits
Connecticut's security-deposit statute, CGS 47a-21(d)(2), lets a tenant notify the landlord in writing of a forwarding address once the tenancy ends. The landlord then has until the later of 21 days after the tenancy ends or 15 days after that written notice arrives to return the deposit plus interest, or the balance with a written statement itemizing each deduction. Put the forwarding address in writing on your way out, book the move-out clean for the gap before the walk-through, and keep in mind that what is deducted is the landlord's decision, not ours.
