Eastchester, to the north, is the surprise in this table. On building size and age it is almost a twin of Mount Vernon: 33.2% against 34.4% in large buildings, a median year built of 1952 against 1953, and 35.0% against 33.8% built before 1940. Where the two part is ownership, 72.3% against 42.9%. The difference between the neighbors is less about what the buildings are than about who lives in them. The short-term-rental permit rule
Mount Vernon regulates short-term rentals in its Zoning Code, Chapter 267, Article XV, added by Local Law 5 of 2024 on 25 September 2024 and read 19 September 2026. A short-term rental is any dwelling unit or room let for fewer than 30 consecutive days. The main points:
- A permit from the Building Department is required before the unit is advertised or rented, and the permit number must appear in the listing.
- The unit must be the occupied primary residence of the owner or the tenant for the whole permit term. A tenant's application must be signed by the landlord.
- Permits run one year and are renewable; renewal requires a record of guests and stay dates kept through the year.
- Renting an entire unit is capped at 180 days in a calendar year. Renting a room while the host is home has no day limit.
- The Building Department and Fire Department inspect at the first application and before each renewal, and may inspect in between.
- No permits in multifamily buildings with an IDA PILOT agreement, in fully rent-regulated buildings, or where the lease or occupancy agreement forbids short-term rentals.
- Weekly garbage removal during stays, a posted safety plan, a posted permit and, if the host has house rules, a posted copy of them are all required.
The same code page lists a zoning amendment adopted 27 May 2026 that had not yet been written into the published text when we read it on 19 September 2026, so confirm the current wording with the Building Department before you apply. The inspection before you move out
Under General Obligations Law section 7-108, once either side gives notice to end the tenancy, the landlord must tell you in writing that you can ask for an inspection before you leave, unless you gave under two weeks' notice yourself. If you ask, it happens no earlier than two weeks and no later than one week before the tenancy ends, on 48 hours' written notice, and the landlord must then give you an itemized list of the cleaning or repairs it plans to deduct for, which you may fix before you go. Once you are out, the landlord has 14 days to send back the deposit, or an itemized statement of what was kept, and ordinary wear and tear is never a deduction. Book the move-out cleaning for after the movers and before the keys go back; the deposit decision stays with the landlord.

8.375%. Publication 718, effective 1 March 2025, gives the City of Mount Vernon its own reporting line but the same combined rate as the rest of Westchester County.
